Change is inevitable. We know this to be true. Over the last several years, we have been flooded with direction, policies and messages demanding we change and adapt. What I know to be true, is that for those of us “on the front lines” doing the job, we have risen to every challenge required of us. The last several years have in fact required us to constantly change, adapt, and evolve to overwhelming demands.

Recently you received the department’s new Use of Force Policy which has fundamental changes in both policy and philosophy. Prior to the implementation of this new policy, the DSA participated in the “Meet and Confer” process with the department. During this process, we presented our operational concerns, training concerns, and much feedback regarding the new language, and the direction of this proposed new policy. Ultimately, the DSA did not approve, or “sign off”, on the new policy document. Because the department had satisfied their legal obligation to “Meet and Confer”, the department proceeded to implement the policy. I know the future will bring about many questions regarding these implemented changes.

Many of our leaders have advanced degrees and have written philosophical essays about the change needed in law enforcement. The challenge we are faced with in doing our jobs is synonymous with increased administrative tasks, long working hours and ever evolving restrictions and demands. There is no doubt that with the increased restrictions to available force options we, “on the front lines”, will be faced with very real challenges. I know many of us have very real concerns and questions about how we are to deal with civil unrest and resistance. This is true whether it happens on the streets of our cities, within our jails, with one individual, or a group of individuals. The challenge to make sense of any of it, is perplexing. 

I serve with you “on the front lines”. I know the challenges first-hand that some policy changes create. As I near the end of my first year serving you on the DSA Board, my commitment to you is unwavering. I will continue to be a strong voice advocating for your rights. I will continue to be a strong voice bringing necessary awareness to our leaders for the policies and expectations they impose upon us. And above all, I will continue to be fiscally prudent and responsible with your association dues.
